Latest update to the Premise Insteon driver.

Enhancements
PLEASE NOTE: THIS VERSION REQUIRES VERSION 2.0.11 OF THE XDO TO BE IMPORTED PRIOR TO STARTING THE DRIVER. THE DRIVER WILL FAIL WITHOUT IT.
Added BatteryLowSensor and LightSensor sub-devices under the InsteonMotionDetector device type. Each of these devices has a bindable property that can notify Home-level devices of their respective states.
Added registry entries to change the retry timeout period (defaults to 20 seconds) and number of consecutive NAKs where a retry would be attempted (defaults to 2).
Bug-fixes
Forced synchronization with Premise on clsInsteonDimmer if a device sends an asynchronous on/off command. Under certain conditions, this synchronization would not happen.
Ensured that PowerState and Brightness properties are declared Overridable. There were instances when the properties from the wrong class were executed.
