I am installing an HAI system and have a number of questions. first with lighting control. which is the best lighting control dimmer/switch to use and which occupancy senser is to be used for both the lights and security.

You have a separate thread for answers about lighting so we should keep the answers there - you did ask about UPB; there's a bit of info in my signature about it, although specific to HAI there's more to it if you want to use HLC - I would suggest some searches about how HLC works to get a good understanding.  You're not stuck with HAI's switches - you can use the more affordable Simply Automated ones if you wish, or any other UPB brand.
