Why 2 help windows

In the web webcontrol web front if you click on help you get both a new window with "help", and the inital window opens a "help" url.
Is there a valid reason for both windows to be "help"?
I would expect the parent window to either stay the same, maybe reload the window you were on.
Or am I missing something?

It looks like that behavior is browser specific. It is my understanding WC compatibility testing is limited to IE.

In IE (11) opens a single window (but there is a short flash that I assume is a second window being opened then closed.

In FF (ver 35 Windows & ver 34 Ubuntu) WC page becomes CAI help and another page opens.

I'm too lazy to fire up my laptop to see what happens in Chrome.
