It should be in the Premise\SYS\bin directory in your setup. It gets installed automatically. You may need to register it using regsrv if you just copy the dll to another machine.
hmm..I thought there was a module that had some examples and so forth of using minibroker? If I recall, it had maybe a MS Instant Message example? (I can't remember what MS called that IM app)
