*** Elk Rule in question for Water Alarm with ELK-9100

I have two rules for ELK-9100 relay. One to turn output 13 to ON which turn power off to the well when house is armed in Away mode. Another one if there is any water alarm to turn output 13 ON which should kill the power to the well pump.The water alarm rule  to shut off ELK-9100 for some reason is not working.... I have attached a pic of the rule.

Isn't the Elk-9100 an X10 controlled relay?  How does turning output 13 on trigger an X10 command to the relay?
 
9100 has N/C and N/O connections which lets you to connect to contact closure in addition to the x10.
 
Just out of curiosity, are you driving the input to the 9100 directly from Out13 of the M1, or are you using Out13 to drive a relay, which in turn shorts the trigger input to the 9100?
 
The reason I ask is that the 9100 instructions say that the trigger inputs must be shorted, rather than driven with a voltage output.

RAL. You are right. The output 13 is being shorted to trigger the 9100. It also works with x10 and I have that turned off as I do not have any x10.

Ok, now you've got me confused.  Your rules say turn Output 13 ON, which would put 12V on the output.  If it's wired directly to the 9100 trigger input, that doesn't seem like it would turn the well pump off.  Or maybe I'm misunderstanding the 9100 directions, which aren't particularly well written.
 
As a next step, I would use a multimeter to measure the voltage on Output 13 when it fails to trigger from the water sensor and see if the output shows 12V or not.
 
Do you see the zone input for the water sensor trip in the event log?

I'd check to see if there are signs that the M1 really sees the sensor trip on the zone input, and whether the output goes active. That would help narrow it down to a rules problem or something else.

M1 see's the sensor trip. I see it in the log and also on my keypad.

Suppose you change your rules so that rather than having two "Whenever any water alarm turns on" clauses, you combine them into just one rule, with 3 THEN clauses?
 
Having it as two separate rules should work, but if it works when combined into just one rule, that would tell us something.

I did that and still no go. Not sure why it does not work.

Your rules look to me like they should work to turn out13 on. Is it possible that you have a separate rule downstream that turns out13 immediately back off after it being turned on by the water sensor and arming rules?

I do not. Every thing that has to do with output 13 is in the attached pic. I just installed the 9100....
