Honeywell siren won't go off, just chirps once.

I have a Honeywell 20P that I installed and programed myself.  It has 2 expander boards.  It has been working flawlessly for at least a year.  Suddenly the siren will not go off when the alarm is triggered, it just beeps once.  Because of this, the Wireless GSM sender does not send a signal to the monitoring service.
 
Any Ideas?

Probably exceeding the panel's aux power output or bad battery.
 
Disconnect everything connected to term 3 and set off the system, measure the voltage.
 
I discovered that I did not have a good connection to the battery.  It was also causing the system to be a little sluggish, or at least looked slow at the keypad display.

Should have no effect on the panel's speed or response. Would affect the siren (extra current drawn off battery).
