Having issues with my ge motion sensor

I have a ge motion sensor model 60-807-9r and I enrolled it to my ELK without issue.  I see the red light come on the motion sensor but it does not trip the alarm.
I have it set at 04=burglar interior I have no options checked and I have checked "this device is a PIR" and 0 for loop.  Any suggestions?

Red light should not light up. That indicates it's in walk test mode.
 
Stay out of view of the detector for at least 3 minutes before testing further.
 
Ok I waited for walk test to be off then armed the system in away mode and waved my hand infront of the ge motion and nothing happens.
I have it set as 04=burglar interior/ Type is 0= EOL Hardwire/wireless, set for area 1
In the wireless setup for the motion sensor I have enabled checked/  supervised is 1=normal supervision/ option 1 and 2 are unchecked/ PIR is checked and loop is set to 0
 
Would check how the detector is mounted, it needs to be angled down, and the baseplate is properly seated.
 
Follow that by verify the ESN. You can also watch the receiver for activity when you pop the tamper.
 
Are there lights flashing on the TX when you move in front of the motion sensor? I know nothing about the GE wireless system but this would almost certainly indicate that the sensor is communicating with the TX. You can also connect to the Elk with RP2 and open the status screen. Then watch the voltage on the motion sensor when walking front of it.

No the lights do not flash when moving in front of the sensor.  They do flash when opening my GE door sensor
 
I would first try moving the motion detector closer to the tx and if that doesn't make any difference I'd re-install the motion detector to the tx.
 
I deleted the zone and added the motion to a different zone.  I brought the sensor close to the TX and in walk mode the TX lights blink if movement is infront of sensor.  when walk mode is off or if system is on, then there are no lights blinking for movement on the TX
 
Are there any settings on the motion detector? My Elk motion has a feature where it will go to sleep for a period of time after each violation. It is designed that way to extend battery life. Maybe your MT is sleeping?
 
I would suspect the sleeping/battery saver feature or a bad device. The receiver should show some traffic, either with a tamper faulting or detection. The other thing I'd look at is what the receiver is. Elk had an earlier version that supported crystal devices only, not SAW. The newer receiver supports both.
