What's up with "Downloads"?

Hey,
 
I've been away for a while and I see there are new forum upgrades in place. One thing, though, is that I can't access the "Downloads" section. I get this message: "Sorry, you do not have permission for that."
 
Does anyone know what is going on?

I just browsed around downloads and have no problem. Ididn't download anything but can view the content.

I didn't have any problem browsing Downloads either. I was logged in, don't know if that makes a difference.

Well, I just tried and got access. But I realized I was NOT logged in. After I logged in I was NOT able to access. .......Weird.  Thanks for the tips.

I would clear the browser cache and history.
