Getting calls from Omnipro 2

Do I have to set up monitoring first to receive calls from the Omnipro 2? I feel like I have set up the phone numbers properly through the keypad, and when I arm the system and trip the alarm it seems to seize the line to dial my cel number but I don't receive a call. Any troubleshooting ideas? I have completed the phone checkout in the installation manual and set up the call out numbers according to the owner's manual.
