As stated above try running the Elk800 from a 12 volt battery. Steal the M1's for the test. If the hum goes away, the hum is coming from the power supply.
If you are getting a status blink, but the module will not enroll, check to make sure both data wires are connected. Make sure your keypads are not on the same address also.

As luck will have it, we found a minor issue in the Rule control of the Chime on the M1. Going from one of the chime modes to another with a Rule, it still annunciates instead of being silent. It will be fixed in the next release.
The Elk-960 timer Relay would do what you want to reset the power. Use an input to the 960 and it will time out say 10 seconds to reset any power.
