Most false alarms I have experienced are due to faulty tampers on the transmitters. One company in Chicago had tampers falling off some transmitters that were finally recalled.

When the M1 announces "Level 2 to 8", you are in the walk test or wireless transmitter enrollment mode. The "Level X" announcement is how many packets the RF receiver has decoded which indicates the relative signal strength of the RF transmitter.
It may be easier to program the M1 from Elkrp either via a direct connect or using the Ethernet interface.
The M1 can power directly what you have listed.
I think you found an issue in the M1XSP. We have fixed the software and it will be available in the next release. In the mean time you can code around the issue by breaking the Rules down into separate Rules and putting a few seconds between the Rules.

Check the standard things:
1. With the power off, measure data A to data B with an ohm meter and see if it is 65 ohms +-10 ohms. Make sure you have two and only two termination jumpers at the extreme ends of the data bus wire run.

If the M1 is starting with a transformer connected when you turn on the power switch, it is looking more like the power supply on the M1. If the transformer was not working, the M1 will not start with a battery connected until the startup pads are shorted on the PCB. A working transformer will...
Since the stove radiates heat, a standard sensor placed some distance away may be an easier solution than trying to mount the sensor directly on the stove.
You can pretty much design a full blown sprinkler controller with the M1. You can add water sensors or do pulse counting from a rain guage pulser so that it does not sprinkle when it has rained recently.
Of course you can have the security system operational at the same time.
Do not set F4 for Momentary Disarm. That will disarm the entire control. Set it for "Non Alarm" setting 16. That way only the Rule Engine will look at the button and it will not affect anything else.
With the battery disconnected, measure the voltage on the aux power terminals. It should read about 13.8 volts DC. The M1 should work with no battery connected.
Measure the AC voltage at the transformer input terminals on the M1 board. It should read about 19 Volts AC.
If you are getting long delays on keypad responses, it indicates a data bus issue. Verify that your keypads are on separate addresses. Re-enroll the devices.
