Elk M1 Gold - Transmitter Learn giving a not authorized message for every zone location

I recently had to erase my wireless group of transmitters and now going through the task of re learning them to the system.
 
For some reason I get an error message (ERR BEEP) Zone Enrollment Not Authorized Zone 17.  I can't seem to find a reason for this path or even this text being mentioned in the M1 Manual.
 
Firmware is the latest that supported GE sensors.
 
Any ideas would be greatly appreciated.

It could be something like having the same transmitter enrolled twice. You need to check the enrollment data to see if that is the case and if you find a duplicate, un-enroll it.  Otherwise, you can delete the entire wireless group and start over.
