elk RP2 dial up

I have a client on Starlink so thought it would be useful to use RP2 on dial up.
No luck so far with connecting. Any tips? One note. Montana just switched to requiring the area code on local calls so its
406-xxx-xxx. Not 1-406-xxx-xxxx. I'm using the internal modem on an HP Elitebook . Win 8 required I enter the area code in modem setup so I don't know if its dialing 406 twice.

Is there a way to listen to the tones? Then maybe you can tell where the issue is. For instance,
1. Does the call go through (Can you hear the dial tone, the DTMF dialing tones, then can you hear the client phone answer,. or it is busy, etc).
2. If the phone does answer what tones do you get then?

I have a old document which explains the tones. I'll see if I can find it and post it here.
