Elk voice/siren question

I had a false alarm on my Elk today and noticed that the alarm had no voice and only siren out of  both out1 and out2. It is a two area system and area1 chime is set to tone and area2 chime is set to voice.
 
The system used to talk when there was an alar. is this caused by my chime setting? Something else?

Yes, telephone1 is set to "always respond to this number" and the format is "5 - voice message". Telephone1 is my cell.
 
The voice dial works and I did receive the voice message. I'm referring to the voice that you hear from the speakers when the alarm is triggered.
 
EDIT - BTW I haven't done any trouble shooting yet, I just thought that it might be a simple setting that someone here would know of.
 
I recently connected a siren to out2 so that I could make it chirp when I arm the house with the keyfob. Can this have anything to do with the alarm sounds? What does out2 delay do?

I don't think connecting a siren to OUT2 would/should affect the interior voice sounds.
 
Out2 Delay will delay the exterior siren from sounding so that if you have a false alarm, you'll hear it first inside the house before the whole neighborhood  gets to hear it.
 
Understand that the voice works on out1 when the keypad chime is set to voice. It was only during an alarm that I noticed a difference. When the alarm sounded it went straight to siren with no "Warning! Warning!" voice.
 
As I said earlier I haven't done any testing yet. This is because I am afraid that the neighbors will call the police.
 
I understand.  Setting the OUT2 Delay will give you just the right thing to avoid alerting the neighbors.
 
Another question... how can I test an alarm without bothering the neighbors or having the cops out here? I tried setting all of the volumes on out1 to 1 but out2 was still loud.

You could disconnect the siren from Out2 and replace it with a resistor, so the panel thinks there is still something connected.
 
I want to test with out2 connected because the problem arose after installing the out2 siren. There is also a 30 watt siren in the garage that is connected to out1 that makes a lot of noise. Isn't there a way to turn down the sound electronically? I wish that there was a test mode built into the panel.

While the system is dialing you with your voice dial, the voice driver on the panel is inactive. Only a single voice synthesizer on the M1. Known limitation.

Now that you say that I vaguely remember reading it somewhere in the past. I'll bet that is what was happening. I wonder why I never noticed it before this.
 
Now can you tell me a way to test the alarm without making a lot of noise?

I liked that siren that you gave me well enough to buy a second one. It makes a lot more noise than the 8 ohm speaker that it replaced. One siren is out2 installed in the attached garage pointing out through the eaves and the second is on out1 in the second story of the detached garage replacing the speaker that I had down there.

How are you attaching a siren to Out1?  My understanding is that it is for a speaker only.  Or is it just a horn-type of speaker?

Good thought but I mis-spoke when I called it a siren. It's an 8 ohm indoor/outdoor speaker that is shaped like a siren. I forget things and get a little confused with all these details sometimes. I have three ATW devices here now, one is a siren that is hooked to output expander and the other two are speakers connected to out1 and out2.
 
I forget now if DEL left me a siren or speaker but ATW makes the same device in both configurations.
