From page 5 of the Elk's manual, use VAUX and NEG terminals. I highly suggest using an Elk Power Distribution Module if you have multiple sensors that require 12 volt power distribution.
It's been a looooong time since I interfaced with an Elk M1, but why do you need a rule that fires every second? Could you do the same instead of one second, use five seconds or ??? and adjust the counter values?
That Shelly device is an input, not an output/relay module if I'm reading the specifications correctly.
I did find some with a quick Google search (have no idea how they perform). They accept a wide range of DC input power so you could operate them off of a battery...
I'm almost certain Verizon is blocking that. This was the reason I went with the Pushover plugin, but I'm using HomeSeer for that.
Pushover is a bit more involved as you have to pay for this, then setup the client on your phones, then create an email that will go to the phones as a 'pushed'...
I'm not sure if this is the case, but Google may be blocking your Elk from sending emails.

If this were me, I would get a good set of mini grabber clips (these from Pomona seem like a good quality), then disconnect the two zone leads going to the Elk and measure resistance. Have someone open and close all of the doors (wiggle them a little as well) and see if you have any...
I always thought that Control4 systems do not allow DIY tinkering...you have to get any modifications (including initial installation) performed by a dealer. Am I incorrect in this thought?
Isn't there some type of EOL resistor installed with these smoke detectors? Couldn't one just put the system in maintenance mode with the monitoring service, then disconnect one wire from the smoke detector's zone and place an equivalent resistor between that zone and ground, then place the...
Since you have a hard IP set address, have you tried connecting directly to the M1XEP? Perhaps that power outage damaged some of your network equipment.
You may have to assign an IP on the same subnet with your laptop/computer temporarily to do this.

I haven't kept up with pricing, but you may want to consider purchasing another Elk M1 and leave the current system at your old house in place. I don't know the cost of buying a Vista panel or something equivalent to it; but, the hassle of uninstalling the old system, learning a new one...
