i think an UPS might cause interference with your X10, Insteon hard wired signals. similar to a monitor and PC. search for x10 interference i know when i have my computer plugged in too close to my X10 transmitter/panel/device some x10 close by won't turn ON/OFF.

I think my problem was similar to yours. tech support helped me through this back in 2005/6 and purchasing the 29A00-1 circuit board did fix my issue. (too bad they don't just ship an AC adapter with it so you have to also get this, like at homedepot). HVAC people didn't really have any idea...
