    insteon filter for circuit?

    try this filter http://www.x10-switchlinc-smarthome-upb.com/xpf.html while x10 is 120 khz and insteon is 135 khz the filter should work the same for the noise on the powerline. It is the best bet at this time for insteon noise.

    UPB severe problems started yesterday

    Sounds like GEN 1 UPB or SA UPB and more than likely a SURGE. I would replace the UPS if you still use it at all. I would also consider GEN 2 UPB by PCS pulseworx The reason no noise level is it is not noise it is attenuation aka signal suck.
