Suggestion 1 - Have you switched it to a different serial port on the main Omni board?
Suggestion 2 - Leave it unplugged from the main board for a day. Try again. When you plug it in, do the board lights turn on? Do you see the notifier board as an IP address on your lan? Can you ping it? etc.
Leviton has moved the notifier server, so no old versions will be able to connect.

I hope you were able to get it working - my experience with the email board has been 50/50. Sometimes it's stopped sending messages, and I'll have to reload the latest FW onto the board and resend the config for it to begin sending again. If Leviton changes the server location for the notifier...

It looks like Leviton changed the URL it uses to parse the notifier login from the Dealer PC Access software. Email them and they'll send you an updated version that correctly authenticates. Otherwise, you're not going to be able to authenticate to the leviton cloud.
