A/C automation in a commercial envroment - How?

I have been reading and learning from these forums and have since sucesfully set up for my self and friends z-wave and upb set ups.

I have a friend who owns a five story building. He wants to be able to add to change his A/C system to a automated one allowing him to monitor the thermostats as well as see status, etc…
I was going to recommend him using a trane thermostat with z-wave, but he has certain needs that I am not sure it can handle, such as:
Control fan coil units, Reheat could, Thermostats dampers, etc….
This sounds to me as being way beyond the capabilities of a standard home automation system. Where should I point him to that might be able to do all this and whatever is necessary in a commercial environment.
