Do Vizia RF+ scene controllers need direct RF communcation to controlled devices?

I was reading documention on the Vizia RF+ 4 button scene controller. I noticed the following comment in their documentation:

Controller will only Dim/Bright devices located within direct radio frequency range.

I was wondering if someone could explain this. I was under the impression that all Z-Wave devices participate in the mesh network and either directly communicate with each other or have communication routed and repeated via other nodes in the network. Does this comment in the Vizia documention mean that their scene controllers can only control Z-Wave devices that are in direct RF range of the controller - and that the scene commands cannot be routed via other Z-Wave nodes to more distant devices?

Only the Dim/Bright commands will not hop, you can control devices with On/Off that are not in direct range.

Interesting. Is this a Z-Wave limitation, or a Vizia-RF+ limitation? Ideally you would want your scene controllers to be able to set brightness of any light, even if the light is not in direct range.
