Security system for never used prewired system

Hi all,

I did not see this topic. Is there any training for installing a security system on a never installed yet prewired security system. Basically, there are blue ethernet type wires going into a home management system. No panel installed as the system was never installed. Not sure where to start but would like to use my existing wires and sensors and NOT pay any monthly charges abd control via mobile device. Open to hear ideas regarding video options as well. Thanks.

Are the 'blue' wires for ethernet or security?  Can you read the nomenclature on the outer jacket? 
 
Also a picture always helps.
 
Are sensors in place in the doors windows?  A round plug perhaps in the raceways, doorways?
 
Are you looking to install the system yourself?  If so, what is your budget?
