As anyone had any experience controlling a Leviton ZWave lamp with a serial command through a RZCOP +3 using Bray's Terminal?

Set up
Computer Interface: ELK 232 to USB to
Leviton - Plug-in Serial Interface Module for HAI
Catalog # RZCOP +3, 342A30, 1A23K0

Leviton - Dimming module w/beaming
Catalog # VRP03-1LW, 21A10, 1D3201

Bray's Terminal
Com3,9600,8,none,1 - None

String: >N9,OFF

Can you try >H and see if you get a response?

edit: this thread contains a lot of useful info, plus I would check out drivers for this device for Premise, Mister House, or any other open source platform supporting this device.

You need to try some software which supports this module (Premise comes to mind), maybe you are dealing with corrupt firmware, bad hardware, communication issues.

I've never used serial control, but I often read of problems solved by adding a carriage return at the end of the command string.

I'd connect a PC directly to the item you're trying to control and use software such as Hercules, to troubleshoot.
