3g router?

I am making a remote car starter and alarm system and want to start or get alarm alerts from anywhere.What do you think the best way to do this is, was thinking of 3g router
 
We are planning a feature with WC32 to be able to accept text messages to compare with stored string and take action based on PLC program.
This can only be done on WC32 through one of its RS232 port. This feature has not started due to limited bandwidth we have in our development, but it is planned.
 
T-Mobile is selling a tablet with free 200MB/month data plan through Walmart and Amazon.  If you buy one of those tablet, then turn the mobile hot spot on, has WC8 through a wifi bridge connected to the tablet, 200MB per month is probably enough for sending email alert and remotely connect to it.  Make sure select the tablet with Free Data for Life plan.

Very interresting!  Got new news about rs232 and wc communication project?
 
Does this feature allow 2 way communication for exemple :
 
Cellphone send a text message to the board to ask what is the var5 value then board send back the value of the var5.
