Both issues may be related. In my experience, it's rare to see two unrelated problems occur in the same system. I'll look for the revision notes and see if any exist for the fix from 1.29 to 1.31
I think the chip is a OTP (One Time Program), and will need to be replaced. Hold on until I test your configuration as the firmware difference may not be a factor.

The SLI (Scene Learning Interface) and the HLC (Home Lighting Controller) are one and the same. Just don't use the scenes (you need the 4 button scene switches anyway).

You can attach the 364614-01 to the Elk or HAI controllers using the 364698-01 serial interface board and a serial port on either controller (plus some cables). On the Elk, this was the way it was done before we created the Elk interface.
