120v circuit closure as input to M1

I have some cheap remote control devices, like GE Smart Remote, but I want to detect activity with the Elk. To state the problem in a simple way: How could I detect a simple 120v circuit's state (open or closed) easily and cheaply? Would you just use a relay to close a low voltage (Elk) input?

Using a 120v relay will give the most flexible option. Plus, it also gives you electrical isolation between the high and low voltage device wiring.

I detect if my TV is on or off using a trickle saver. The "other device" is an old 12V AC wallwart connected to an X10 PowerFlash module.
