Adding Z-wave lights to existing

I added 2 z-wave light switches in my home and wanted to add them to an existing list of z-wave lights already programmed into my Elk M1. I successfully added them to my hand remote controller which I then used to program into the Elk module following directions exactly, I get a "successful" confirmation on my controller that the remote copied into the Elk, but when I toggle the next address in line to program (112 and 113) it does not work. My hand held programming remote works, so I know its not an inclusion problem. When I activate address 112 or 113 I see the light blink down on the panel, so I know its communicating. is it possible it didn't assign the next unused addresses to the new z-wave devices? Am I missing something? All my other z-wave lights that were previously programed work great. Thanks

I am open to even some suggestions to help trouble shoot this. Anyone who has ever included more lights to their Elk M1 using a M1XZW module, please respond with possible ideas.

What hand held remote are you using?

I use a Leviton Vizia but have only done my OPII panel. For me its in groups and the id# of the device is not in sequence.

I will check the brand when I get home, its a large white remote. The first time this was done a few weeks ago, it copied each light device individually and did not copy scenes. It copied them in order of which I included them in the hand held remote. It started with address number 97 in the Elk system and just went sequentially from there to 111 (14 light switches total) when I added these last two, I figured it would take 112 and 113, but it does not seem to have worked that way.
 
Even on my remote now the ID numbers are not in sequence. I've removed some Z-Wave devices and the ID#'s were not utilized therefore skipping some of the sequences. In the OPII panel I have to put them in groups of 16 with the first one defined as a Z-Wave Device. IE: my sequence is 2, 6, 7, etc.

I wonder how I would find the address? I think there are around 100 options and they don't give any type of visual indicator even when using the ElkRP.
