When I said true rocker I meant it in the sense of UPB and Insteon where you press the top for on and bottom for off but still return to neutral for looks. As MikeB points out, programming with toggle switches is a lot harder. If you have a bunch of lights controlled by a switch but some are turned on individually somehow it gets very sloppy with a toggle. To turn off the couple that are on from the toggle switch you have to toggle the whole group on and then back off again.
With a top-on/bottom-off switch, if you press the bottom of the switch the group goes off even if the local load was already off for that switch.
