Elk M1 no sound when alarming

I just installed an ELK M1 alarm, and I cannot get the audible siren to make noise. I have an 8ohm speaker connected to output 2 set to siren mode. When the alarm trips, no audible sound. Also on the panel output 2 reads 12 volts dc across the contacts? I'm not sure what trouble shooting steps to take. Am I missing a setting or jumper somewhere?

Does your Out 1 work with a speaker?
Global 26 is set to 'no"?
What is your Burglar Alarm Cutoff set to? (default is 600 seconds)
What is your Global 27 (out 2 delay) set to? (default is 0)
