Elk M1 output 1 problem

My output 1 is not working.  There isn't anything said when I arm or when the alarm is triggered.  I checked output 1 and didn't find a voltage.  I removed terminal board plug.  The system said I output 2 trouble but did not say anything about output 1.  Any help would be much appreciated.

Is the output volume set? What is connected to it and how? Have you varied from the impedance load as stated in the documentation-too high or too low?

If you connect a DMM set to ac volts with the alarm sounding, do you observe changes? Have you connected a known working speaker to the board (again, within spec)
 
How is the panel programmed? Are there rules overriding the voice?
