Eyezon (maker of EnvisaLink) released a hybrid IP security panel and accessories recently called UNO.
It appears the base web portal, from which it can be programmed, is free with optional enhanced alerts and monitoring for a fee. Operation does not require cloud. There is a phone app. Compatibility with some DSC accessories.
From my superficial research it looks interesting. The only issue I've seen so far is no dedicated handling of CO/Carbon Monoxide.
