GE/Interlogix TX ID mismatch

Just enrolled a new GE crystal wireless sensor today.  Usually,  I simply enter whatever is printed on the label, but it did not work this time although I saw it's transmitting packets judging by the blinking light on the receiver.
 
When I tried to enroll from the keypad, I got it enrolled allright, but its tx id as seen by elk m1was different from the one printed on the label.  It seems to be working fine, but I am wondering if anyone saw a mismatch like this before ?

Never seen a mismatch, but I'm sure an error could happen at the factory. Are you in proximity to another house that has a system?
 
Does the unit function properly on the learned ESN?

The unit functions fine, I tested it many times  yesterday just because of the mismatch.  I do have a theory that the unit is most likely refurbished (paid only $12) so the refurbisher must have put a board in from another case, hence the mismatch. It's a door/window wireless transmitter (NX650N) that I put into an Optex.

Someone had a device fail, pulled the board from a new one and put it in the case already mounted and swapped.
