How to notify user if door or window is not closed upon exit

Hello freinds,
I've got 20 users who have access to the building. The building is large facility. I have PIR covers entire building. Under normal conditions the user hits the exit button and activates the system. Also the system has self alarm if no motion detected over some time and user forgot to hit the exit button. I'm looking for a way to notify via phone call the last person who disarmed the building that they may have forgoten to close door or window. Can anyone suggest me the dirrection I should take to implement this one? I own M1 Gold. Does M1 Gold entagrates somehow with .NET or some other programming model? Thanks.
 
Why don't you just change the zone types to burglar perimiter instant or the similar. This way the user can't arm the system until everything is secure. If the system can arm itself in case someone forgets to arm it, how could it possibly know who to send the notification to?

Elk does have a published ASCII protocol that can be implemented by serial or tcp/ip with the ethernet expander. It would be very easy to integrate this into a dot Net program. This site hosts the protocol manual under the download section.
 
Another thought is that I believe Elve is still offering their lowest version for $99... it has much stronger rule/email capabilities... I'm not sure about its telephone capabilities but otherwise the rules engine is awesome - and can email/sms, etc.
