Is this even possible. A google search returned nothing. We have 240v street lights in our neighborhood installed by the power company, but we pay a monthly bill for the electricity on them. They will put a power outlet on them if we want, but they will charge us for each one.

I'm looking at installing a wireless outdoor surveillance camera near the gate coming into the neighborhood, and need a way to get power to it. It's very low power, and I'm wondering if there's anything out there that can be grounded, and then clamped around one of the phases to provide contactless power without actually having to splice the wire.
 
This is not possible. Small vidoe camera will still use 5-10W power. To use inductive coil pickup that much power is not easy, especially when the street light probably only 60W-100W. It might be possible to put a solar panel and battery for the camera.
