IP Video to TV

I just got a great deal on an AXIS 210A off of ebay. It works great, for one potential application I was wondering what would be the cheapest / most economical way to get IP or Streaming video onto my TV (S-Video or RCA)?

Off hand I would say use a PC with a video card with some type of video out (composite, S-Video).

Axis decoder but it's probably more money then a full blown PC.
