Looks like Motorola finally gave up on Premise

It seemed to be a fact on the ground anyway, since nothing had happened in so long. But there was talk of a private preview at CES, so it seemed like maybe it was still moving forward. But the post above would seem to indicate it is no more.

Looks like the final version does not require a license key and can be downloaded by anybody. Does this mean somebody who never had an earlier version can install and use it at no charge?

I dunno. But I'm not sure it would be very practical to do so, even if you could. It's not a supported product anymore, so you'd put in a lot of time to learn and deplay a product that is a dead end and unsupported (and is years old since the last major release even as it stands.)
