M1-Gold Audio Voice issues (output 1)

So I just installed a new system for a friend (I've done 3 previous installs) and everything is working good as far as contacts and sensors. The issue I'm having is the Output 1voice/speaker. When connecting a speaker it seems to to cut in and out. I've tried 3 other speakers all ranging from from ELK-73-74 (74 rewired to just be speaker and not siren), and 1 non-elk speaker still at 8ohms. Every speaker has the same issue with voice announcments cutting in and out. I've changed the volume level on the global options but no change. I've even thought it could be the Green Block that connects to the elk but I tried another and that doesn't seem to be the issue either.

Any thoughts or does this sound like a main unit issue?

Are all at the end of the speaker wire run? Have you hooked one right to the panel to eliminate the wiring (though that doesn't seem all that likely)?

Yes I've connected multiple different speakers direct to the board. Each speaker with its own cable (usually ranging from 1 foot in length).

I've also tested the speakers on my own M1 and they all work fine. To go into a little more detail, its not that the volume cuts out but that the volume is really low and the voice sounds coming out of the speaker sound like the speakers are blown (which we know they are not). Then intermittently, the volume will spike to normal lever for 1 or to words then go down again. The global config is setup with output 1 voice announcements to 7.. I've tried chaning the value but same issue. Sounds like the driver in the elk is the issue but not sure.

Have you verified the overall impedance or impedance of the speaker(s) you're connecting are within spec of the unit?

Hi Del,
I'm only testing 1 speaker at a time which the Elk-73-74 both run at 8 ohms, and the the other test speakers were also 8 ohms. The unit clams to run between 4 and 8 ohms, and I've tried running 2 speakers parallel to give me 4 ohms but same issue on both speakers.
