Omnipro II program why doesn't it work?

Could someone tell me why the program below doesn't work.  It keeps turning on the Outside Motion output and doesn't turn it off even though all the zones are secure.
 
1. WHEN Motion Out East South NOT READY
THEN Outside Motion ON
2. WHEN Motion Out North East NOT READY
THEN Outside Motion ON
3. WHEN Motion Out North West NOT READY
THEN Outside Motion ON
4. WHEN Motion Out East North NOT READY
THEN Outside Motion ON
5. WHEN Motion Out West North NOT READY
THEN Outside Motion ON
6. WHEN Motion Out West south NOT READY
THEN Outside Motion ON
7. WHEN Motion Out South West NOT READY
THEN Outside Motion ON
8. WHEN Motion Out South East NOT READY
THEN Outside Motion ON
9. WHEN Motion Out East South SECURE
AND IF Motion Out East North SECURE
AND IF Motion Out North East SECURE
AND IF Motion Out West North SECURE
AND IF Motion Out West south SECURE
AND IF Motion Out South West SECURE
AND IF Motion Out South East SECURE
AND IF Motion Out North West SECURE

Line 9 only triggers:

So it will only turn off when THAT SPECIFIC SENSOR GOES SECURE and the others ARE already secure.
 
If you want it to test when any of the sensors go secure you need to add them, like this:
