I bought one of those Asus $300-ish tablet/notebook things. 32/64GB capacity. Nice and light. Windows 8.1. Touchscreen.
Research indicated that the Premise Builder should be installable.
And it did without a hitch. Took only one time, not like the numerous attempts on Win7.
Which means Premise continues to move forward with time....
