scaring the deer

That's a great idea, but the weak point of my home is that it's so close to the water retention area. If I built something like that between my house and the retention area, I'd have absolutely no back yard.
 
You could make the water diversion area more attractive

Find another option to block the water-retention area, one that is deer-independent. Some kind of 'berm'/mound?

A nice big white fence would do the trick, but I was trying to stick with a more "natural" look. :(

I doubt any fence would keep deer out. I have seen them a jump 12ft fence at Michigan Proving Grounds
 
So far, spreading dried blood (AKA blood meal) around the bbushes and yard has kept them away. Lasts much longer than deer off. Before that, it was a semi-auto BB pistol.
 
Hmmm...seems I've been charged with the "keep away the deer" mandate too. They were encroaching on the wife's flowers, so they've now been removed from the "ooo, aren't they cute" list.

She suggested motion detection-triggered lights, but I really didn't think that would do much, since I know the lights from my car seem to DRAW deer, not deter them.

As a Halloween prop builder, I'd consider building an animated scarecrow with a 12 volt DC windshield wiper motor. A simple crank arm to move the shoulders back and forth, or move the whole upper torsal in a circle. Add a motion sensor between the transformer and the power line to set it off. Kind of like the ground breaker I built last year that's 20 seconds into this video:

It wouldn't cost much to build. $20 for a wiper motor, $10 for some PVC, Maybe $20 for a cheap power supply, a small plastic container for weather proofing the power supply, some scrap wood, clothing, wire, motion sensor, outdoor extension cord, and whatever else you might have lying around in your house.

Though I'm not sure the deer will be scared of a severed human torso. Maybe try to make it look like a hunter? :)
