I would highly recommend you go straight for the ISY.
If you can wait awhile... I'm developing J-LTFX which is a home automation package that is being developed for Vista (both 32-bit and 64-bit). It's a true Windows service with built-in web server that uses no client-side scripting so you can completely manage the software and your Insteon network remotely from any web browser, even on your PDA. Full link management, device management, complex events programming, and timers. We are also building in support for other network applications that will be able to interface with the J-LTFX service. We're planning on a Vista Media Center plug-in, for example. But were still months away from being able to release anything.
