vista 20p / 4219

I have 3 4219s connected to vista 20p, the one with address 8 shows as faulty, and all zones 17-24 faulty, the LED on the board is off. everything wired only with EOL resistors, no house wiring attached.
if I move the addresses around the new nr 8 becomes faulty, that tells me  the wiring, and modules are fine.
 
any ideas?

Sounds like dupe address or you have zone doubling enabled on the panel vs. AW.
 
Also, make sure you have tamper bypassed.

no duplicate address, and tamper is disabled on all of them.
I have 4 ad on boards 3 4219s on address 7-8-9 and 1 4 relay board 4204 on 12.

Download the panel and default then retry?
 
I'm suspecting programming.
 
Any RF programmed? Overlapping zones?

Is this a new install or one that worked prior? How is the unit powered? Common negative?
