What is this Green wire in our new construction?

Newbie here...
 
I am hoping I get to wire our new home in a couple of days for ethernet (Cat 6), right before drywall.
 
I had a look around today after the electrician had finished, and there is a line of green wire seemingly all around the house, inside, low down, going through all the studs...
 
Any ideas what it is?!
 
actually, it is not like any wire I've seen before, a little translucent.  It doesn't seem to connect to anything, and when I peered inside one end of it, it appeared hollow.
 
Good luck finding out what that is!  I first became aware of it when I saw these really weird almost lock-box looking things on the exterior of my home when I was buying it - I asked around everyone - realtors, home inspectors, etc - nobody knew what it was, so I looked up the patent numbers printed on the cover and found it was a pest control system.  Even asked my pest control guy and he'd never heard of it either.
 
I've since opened some walls in a couple places to run wires and came across it - in my home it's a blue tube that's only a few inches from the bottom plate.
 
Finally found someone who knew of it - he worked around a lot of new construction, and apparently their specific pest control guys come out and plug a special nozzle in and charge it up - keeps the bugs out without having to spray anything around the house.

Never heard of it before this.  Supposed to be for long term use.  Google "pest control tube" for more info.  Sounds like another gimmick - "kills bugs in the walls where they live and breed".  Or better yet - "call us to inject poison into your house".  (Check out the movie "Right At Your Door")  I've opened up plenty of walls and never found bugs in them.  Once I month I load up my backpack sprayer and hit the outside perimeter.
 
yeah we've never done anything with our system - I had a pest control guy spraying the outside to keep the bugs at bay.
