ELK M1 Gold Output 1 - Voice/Siren Not Working

I got my ELK M1 Gold setup today and working with Alarm Relay.  All is good except.... 
 
When doing the test with AR, I armed the system, opened and closed an entry door, and then opened a window (setup as Burglar Perimeter Instant) expecting an immediate siren and I got nothing. AR reported an immediate burglary event on their end but there was no sound whatsoever. I didn't see any settings in ElkRP for output 1 other than the "silent alarm" setting under the individual zones.  What am I missing?

What did you set up?   
 
I have a siren on Output 2 (supervised).  Output 1 is for speakers only (see page 11, always setting on page 36 for what kind of output it is), though of course a speaker can be used to sound as a siren. 
 
I.e. what do you expect to make the siren noise, specifically, and where is it connected? 
 
I'm probably over my head in debugging, but here are a few things to check/test: 
 
Are you getting voice announcements (see global 21-25, so for example you could set entry/exit to speak there, or zone violations on zone status), see if it's a speaker/output problem or just an alarm trouble
 
Global Setting 15 & 16 controls volume (I suspect zero is not "off" though so I think this unlikely)
 
A little more trouble, but the speaker you mention is just a speaker, you could hook it up to a regular stereo amplifier and try getting music out of it (at low volume, don't over drive), to see if the speaker itself is bad.
 
Thanks for your suggestions.  I will check these out. BTW, I'm not getting any voice announcements either. My assumption is that this device will work as the main interior siren, I guess I need to confirm this.      
 
Yes, you should hear both voice and siren on the interior speakers that are connected to output 1.

I seem to be running into this problem as well. I have elk m1 setup in a way that at the time of alarm, it should announce
on speaker connected to output 1 and also dial out on a phone line. What I see is that as soon phone line gets connected,
there is no sound on the speaker; all messages etc goes to phone line. Is there any way to keep them separate and in parallel. i.e.
speaker should announce and siren and phone line should say the message selected during setup.

The M1 has a single voice driver/synthesizer. If you have the unit set to voice dial a cell or whatever, it will not announce via voice until it's done. Only one amplifier/driver on the system. Can't change the engineering on the panel.
 
Either you don't use a voice dial feature or you don't have the voice siren feature and use the voltage outputs to drive a siren or separate driver.

If I use a siren to connect to OUT2 and nothing on OUT1, would it make a difference. I understand it would only be a siren instead of spoken words..
 
Is your setup working otherwise?
 
Keep in mind, a siren is going to factor in to your power considerations on the panel.
