45a00-1 hai wireless receiver installation issue

I picked up and Amazon warehouse deal 45a00-1, but am having trouble installing it.  If I connect it to the console 12v/ground/A/B my console freaks out and says no data.  Trying to interact with the console it does not recognize most key presses.  Everything goes back to being fine as soon as I detach the A and B wires from the wireless receiver from my panel.
 
Connecting a second console to the same wiring works perfectly, is this just a bad piece of hardware that I need to send back for a refund?
 
Can you connect power only and reset it?  Perhaps you have an overlapping address?  Also did you program the additional expansion in the Omni?
 
I have one expansion enclosure (17a00-1) and the console currently connected.  Had the weird no data error once it is attached on console A/B.  Gave it power only and did the hold both button reset.  Set expansion enclosures to 2 in PC access, still getting the odd no data000 on the console but the wireless receiver led is flashing saying it is communicating with the controller.  After resetting I configured the wireless to be set to A1 and n4 but still get the no data error.  Do I have to set the wireless to a5 n4 because of my 17a00-1 expansion enclosure having some sort of overlapping address when set as A1?
 
Follow up that once I set the wireless receiver to something besides A1 it started behaving.  It was quite annoying as when I got the error the keypad would beep incessantly and not being able to interact with it the only way to get it to stop was to remove power to the controller.  
 
I will say that the 69A00-1 is less than desireable as a light switch.  You have to hold the button down long enough for the led to come on and then it takes half a second for programming to see the zone set to not ready and then send out a upb command to turn on a lamp module.
