No.
It explains the voltage levels probably not being a factor at his office though.

LED lamps have a very quick response, though, and seem to amplify the effects of voltage fluctuations at times. We have noticed a lot of this since we have gone mostly LED lighting our home.

Some bulbs are worse than others and I suspect it is due to cheap filtering capacitors in the power supplies.
 
All fixed.  10 minutes.  The capacitor was bulging and 2 years old.  He charged me $100 including the capacitor.
 
Everything working fine.
