It explains the voltage levels probably not being a factor at his office though.
LED lamps have a very quick response, though, and seem to amplify the effects of voltage fluctuations at times. We have noticed a lot of this since we have gone mostly LED lighting our home.
Some bulbs are worse than others and I suspect it is due to cheap filtering capacitors in the power supplies.
