I talked to ELK tech support and they confirmed everything you all suggested. The key point was to setup a unique access-only user with a specific PIN code / Weigand code and then use this rule:

However, I can confirm that I switched to a Telguard TG-SCI PLUS (Part NumberTGSCIPG01) Wi-Fi + Cellular communicator and it works without issue. Lower monthly fee due to Wi-Fi being the primary path and Cellular serving only as occasional use backup.

Wouldn't it be a lot easier to just forward the notification e-mail to a Gmail account and create the forwarding rules there? It doesn't have the spooling capabilities if the network is down, but otherwise seems easier for the average user.
Thanks for your help! I wouldn't have known where to start otherwise. It looks like the detection threshold can be changed. 8 is the default, 15 is the max, and 0 is disabled. I changed it from 8 to 4 and will adjust from there to find the appropriate threshold.
So I assume it would involve writting the scripts to communicate with the TCP Socket of the Global Cache and basing the event off of flags set in the HAI controller?
