It does appear to be the same as the IR emitters I have, except I've not seen one with a clear light...mine are always behind darkened glass. Dunno if that matters.
Hmmm .... connect it to a regulated DC powersource with 5 V via any 1k ... 470 Ohm resistor . This way the LED will stay alive and is not destroyed by voltage nor by current. Try both polarities ... and have a look to the color. If there is juice flowing and no color, it should be IR. But that LED could also be an illumination for whatever.
