As an example, Axis and a few others would allow the camera to run off POE if there were no IR's or heaters involved as they would easily exceed the capabilities of the switch. Keep in mind, the proliferation of POE based cameras is basically 1st gen (or 1.5 if you will) where we're just really starting to get cameras that are full featured that do not require a huge midspan to run.
There's plenty of these customers out there (ours are state institutions for example) that put non-POE IP cameras and now we can't source replacements for these units that are failing and/or obsolete, like the old Axis 216 or 225's and replacing a failed unit isn't just a 1:1, but now the POE question comes into play.
