Can I create an Elk rule, that will disable/enable a different rule?

Create a rule that turns a phantom output on/off based on the conditions you want.
 
Use that phantom output as part of the rule (AND OUTPUT IS ON/OFF) you want to enable/disable. This way your rule will not execute unless the output is in the required state.
