Daylight Sensor for alarm panel

I have a customer that would like a day light sensor on his HAI pannel instead of using the clock. This way when there is a thunderstorm it would light up the house. I feel it would be simple enought 12v and a close a set of contacts but I can't find anything. Has anyone done this? Why cna't I find anything would it use to much poser to keep a relay closed so it is not worth it?
 
I actually will be doing the same thing soon. I am hoping I can just use a CdS photocell (check out some of the tutorials using this simple piece of hardware), and poll the input (it's just an analog sensor, which you can read by looking at the voltage) every few minutes using the ELK M1. Hopefully the HAI panel supports monitoring voltage as well.
